"Bids Published" Status = After all the bids are opened, the review process by the City begins.  The process starts by summarizing all of the submitted bids and reviewing them for completeness, numerical accuracy and for any irregularities.  "Bids Published" are the unofficial results of only those bids which are qualified and in compliance to the solicitation.  The responsive bids are then forwarded to the  department subject matter experts.  Each bid is examined and scrutinized for responsibleness,  reasonableness and/or subject to criteria scoring.  Collectively, a decision for an award recommendation is made and that recommendation is routed to the final reviewers and official approvals.  The process concludes once all the required signatures have been obtained and an award letter has been mailed to the awardee.  At this point the the "Bids Published" status will change to "Awarded".

"Closed" or "Not Awarded" Status = Bid status of "Closed" or "Not Awarded" means that the bid is no longer active, under review nor has it been, nor will it be, awarded.  This could be the result of a number of factors, including but not limited to;  A bid project is no longer considered viable or feasible;  Proposals received were higher than the budgeted funds that were allocated;  Specifications were not complete and needed to be revisited; no bids were received; or it is clear that "presumed competition" (i.e. the City receiving only one proposal to a bid solicitation) cannot be established due to insufficient data available in determining a fair, equitable and reasonable cost.
